By accessing or using the Oklahoma Lottery website, mobile applications, Players Club loyalty program, or any related digital services you agree to be bound by these terms and conditions (“Terms”) and the Oklahoma Lottery Privacy Policy. When you access or use the Services, you are confirming that you understand and accept these Terms. If you do not agree with these Terms, you must immediately discontinue your use of the Services. If you use the Services in a way that violates these Terms, the Oklahoma Lottery may suspend or terminate your account, restrict your access to the Services, cancel entries, and/or forfeit any prizes or points associated with your Players Club account.
Overview of the Program
The Oklahoma Lottery Players Club (the “Players Club” or the “Program”) is a loyalty program designed to enhance your Lottery experience. Through the Program, you may (i) earn and collect points by submitting currently eligible Oklahoma Lottery Scratchers, Fast Play, and Draw Game tickets by scanning your ticket or by participating in promotional events and activities offered through the Oklahoma Lottery (“Points”); (ii) use your Points to participate in drawings, instant win games, and other promotional offers for the chance to win cash and non-cash prizes; and (iii) access and use additional features such as ticket scanning, promotions, account-based activities, and other services related to the Program.
The Players Club is made available through the Oklahoma Lottery website and mobile application. Available features and functionality may change from time to time. Your participation in the Players Club and your use of the Services is governed by these Terms. Review these terms carefully as they affect your legal rights and obligations.
I. Introduction
For purposes of these Terms, “Lottery” refers to the Oklahoma Lottery Commission; “Services” refers to the Oklahoma Lottery website, mobile applications, Players Club loyalty program, and any related digital platforms, products, and loyalty program features offered by the Lottery; “Account” refers to your registered Players Club account; “we” refers to the Oklahoma Lottery, its agents, contractors, sub-contractors, and third parties involved in producing or delivering the Services; and “you” refers to the individual who owns or uses the Account. When you register an Account or use the Services, you acknowledge that you have read, understood, and agreed to follow these Terms, as well as all applicable laws and Lottery rules. The Oklahoma Lottery may update or revise these Terms at any time by posting an updated version to the Oklahoma Lottery website and mobile application, and those changes will become effective immediately upon posting. When you continue to use the Services after changes are posted, you are confirming that you agree to the revised Terms.
If the Lottery in its sole discretion suspects or determines that you have violated these Terms or engaged in activity that is inconsistent with the integrity of the Program, it may take any lawful action it considers appropriate. This may include suspending or terminating your Account, withholding or reclaiming prizes, removing Points, cancelling entries, restricting your access to the Services, and reporting your activity to appropriate authorities.
Acceptance of Terms
By applying for and using an Account or the Services, you accept and agree to be legally bound by these Terms. If you do not accept these Terms, you should not apply for or register an Account and are not authorized to access or use the Services.
Terms Subject to Change
The Oklahoma Lottery reserves the right to update, revise, or modify the Program and these Terms at any time and in any format, and may also suspend or terminate the Program with or without notice. Any updates posted to the Oklahoma Lottery website or mobile application become effective immediately. You are responsible for reviewing these Terms periodically. When you continue to participate in the Program, you are confirming that you accept any such updates, revisions, or modifications. If you do not agree with these Terms, as amended from time to time, you must stop using the Services and close your Account.
These Terms together with the Oklahoma Lottery Privacy Policy, game rules and instructions, promotional terms, eligibility requirements, and any other documents referenced within them, represent the entire agreement between you and the Oklahoma Lottery regarding your participation in the Players Club. If any inconsistency exists between these Terms and other rules, instructions, or criteria posted within the Services, the Oklahoma Lottery will determine how the rules apply in its sole discretion. If you have any questions, you may contact the Lottery through its support channels.
Violation of Terms
If the Oklahoma Lottery identifies an actual or suspected violation of these Terms, it may take any lawful action it considers appropriate. This includes but is not limited to suspending or terminating your Account; blocking your access to the Services; invalidating entries or transactions; refusing to award prizes or reclaiming prizes that have been awarded; reporting your activity to third parties, including law enforcement; cooperating with investigations; and initiating or participating in any legal actions or proceedings. If you violate these Terms, you forfeit any claim to prizes, benefits, or any portion thereof.
II. Use of Services
The Services are provided for your personal, lawful use only. You must be at least eighteen (18) years of age to register an Account or participate in the Program. When you use the Services, you confirm that all information you provide is accurate, current, and complete. You agree that you will not misuse the Services, including misrepresenting your identity, attempting unauthorized access, interfering with system security, or engaging in fraudulent or unlawful activity. Any misuse of the Services may result in the immediate suspension or termination of your Account.
The Oklahoma Lottery provides you with a limited, non-transferable license to access and use the Services for their intended purposes and in accordance with these Terms. The Lottery may revoke this license at any time. All content, systems, and materials associated with the Services remain the property of the Lottery or its licensors and are protected by applicable intellectual property laws. You may not copy, reproduce, distribute, or manipulate any part of the Services without the Lottery’s express written authorization.
III. Accounts
To access certain features within the Services, you must register an Account and provide certain personal information, including your identification details. When you register, you confirm that you are acting on your own behalf and that your personal Account information is accurate, current, and complete. You are responsible for maintaining the confidentiality of your Account credentials and for all activity occurring on your Account. The Lottery may request additional verification information from you at any time.
You may only maintain one (1) registered Players Club Account at a time. If multiple Accounts are identified as belonging to the same individual, the Lottery may suspend or terminate the Accounts without notice. Accounts are provided as a privilege and may be suspended or terminated at any time, including inactivity, suspected or actual fraud, or suspected or actual violations of these Terms. An Account may be considered inactive if there has been no activity for twelve (12) consecutive months, and such Accounts may be closed without prior notice. If the Lottery suspends or terminates your Account, all Points associated with your Account will be deemed forfeited and void, and no compensation, reimbursement, or substitution will be provided by the Lottery.
IV. Loyalty Program and Promotions
The Oklahoma Lottery may offer loyalty and promotional activities that allow you to earn Points and redeem your Points for entries/plays in drawings, instant win games, coupons, and other offers or rewards. Participation in these activities is voluntary and subject to these Terms and any additional rules that apply to specific promotions. Points earned through the Program have no cash value, cannot be transferred, and may expire or be revoked at the Lottery’s discretion and subject to these Terms. Rewards and promotional opportunities may be modified, suspended, or cancelled at any time by the Lottery without notice.
Promotions are offered at the Lottery’s discretion and may include additional conditions and promotion-specific rules. The Lottery does not guarantee that any promotion will be available at all times. If there are any differences between information presented in promotional materials and information displayed in your Account, the information in your Account will control.
TICKET PROMOTIONS: All winning and non-winning eligible tickets may be used to enter ticket promotions, unless otherwise specified in promotion-specific rules. To participate, tickets must be submitted by using the scanning functionality available in the Oklahoma Lottery mobile application. Upon successful submission, entries will be automatically allocated to applicable ticket promotions associated with the eligible ticket. All entries are subject to validation and must comply with promotion deadlines and rules established by the Oklahoma Lottery.
Collecting Points
1. EARN MECHANISM: You may earn Players Club Points by entering currently eligible Oklahoma Lottery Scratchers, Fast Play, and Draw Game tickets through the Players Club mobile application, as well as by participating in other promotional events and non-spend activities offered by the Oklahoma Lottery, including but not limited to polls, surveys, and gameplay. Each ticket may only be entered once for Points. You are limited to entering no more than fifty (50) tickets per day, which includes entries for any second chance drawing promotions or other ticket-based promotions.
2. POINT VALUE & TRANSFERABILITY: Point values are revealed upon each successful submission of an eligible ticket or completion of a promotional event or non-spend activity. The number of Points earned upon entering an eligible ticket may not be directly associated with the face value of the specific ticket entered. Each eligible ticket has a Point value within a range of values assigned by the Oklahoma Lottery in its sole discretion, and which may change at any time. Points have no monetary or property value. Points are not transferable for any reason, and Point balances from more than one Account may not be combined.
3. POINT ACCRUAL & TIMING: The Oklahoma Lottery will attempt to credit your Players Club Account with Points on a timely basis. Points earned from eligible ticket submissions and promotional events or activities may not always be awarded in real time and may take several days to be credited to your Account, regardless of game type. The Lottery shall not be liable for any loss, inconvenience, delay, or damages of any kind arising from any delay, error, or omission in crediting Points to an Account. POINT DISCREPANCIES & LIMITATION OF LIABILITY: You are responsible for ensuring that your Points are properly credited. Any claim for Points not credited accurately must be submitted by email through the Contact Us link found on the Oklahoma Lottery website or mobile application within five (5) days of the date the Points were expected to be credited. The Oklahoma Lottery is not responsible for any discrepancies in Rewards or Points, or any failure to accurately credit Points, caused by or arising from any printing, production, typographical, mechanical, technical, system, programming, human, or other errors which may exist in the Services, in these Terms and Conditions, or in any Points summaries or Account information. The Lottery disclaims all liability for any loss, inconvenience, damages or claims of any kind arising from such discrepancies or errors, whether or not such discrepancies or errors are known or discoverable by the Lottery.
4. INVALIDATION OF POINTS & ENTRIES: The Oklahoma Lottery reserves the right to invalidate Points and/or entries into any drawings or other promotional events or activities if it determines, in its sole discretion, that such Points or entries were obtained in any of the following ways: fraudulently, improperly, from tickets that were lost or stolen, from tickets not sold in accordance with the Oklahoma Lottery Act or applicable rules and regulations, or from submissions that contain inappropriate or prohibited content. The Oklahoma Lottery Act and related regulations establish requirements regarding the lawful sale, distribution, validation, and claiming of Lottery tickets, and any submission or participation in the Program that does not comply with the Act’s requirements may be deemed invalid.
Inappropriate content includes, but is not limited to, any content that infringes upon or violates intellectual property rights, is libelous or defamatory, contains nudity or obscene material, violates a person’s right to privacy, violates any applicable laws, promotes illegal or violent acts, degrades others based on protected characteristics, harasses or intimidates others, impersonates another individual, or is otherwise considered objectionable or in poor taste.
5. TICKET ELIGIBILITY, EXPIRY & CLAIM DEADLINES: All tickets submitted for Points, entries, or participation in other ticket promotions must be valid and submitted within the applicable claim periods and system acceptance timelines as may be established and modified by the Lottery in its sole discretion. Tickets that are expired, past their official claim deadline, or otherwise ineligible for prize redemption will not be accepted for Points, entries, or promotional participation.
For clarity, Draw Game tickets may become ineligible after a defined claim period from the date of the drawing (e.g., up to one hundred eighty (180) days), and instant (scratch) tickets may become ineligible after the official end-of-game claim deadline. The Oklahoma Lottery reserves the right to reject any ticket submission that does not comply with claim deadlines, validation requirements, system controls, or these Terms.
Redeeming Points
1. REWARD REDEMPTION PROCESS: You may redeem Points for Rewards such as entries/plays in drawings, coupons, instant win games, and other offers. To redeem your Points, click on the “Rewards” link found in the Rewards tab on the Oklahoma Lottery website or mobile application and follow the links and instructions to browse through Rewards that are currently available (the “Rewards Catalog”). Once you have identified a Reward you would like to redeem Points for, click on the link for that particular Reward. After clicking the Reward, a message will appear confirming that you have completed your Points redemption transaction, and the associated Points will be deducted from your Account.
2. POINT LIMITATIONS & EXPIRATION: The total number of Points you may redeem for Rewards is limited to the number of Points you have available in your Account and subject to any redemption caps on the specific events or activities. All Point redemptions for Rewards from the Rewards Catalog are final, and the redeemed Points will be deducted immediately from your Account. Points are redeemed on a first-in, first-out basis, meaning the oldest Points in your Account are used first when redeeming. Any Points not redeemed within twelve (12) months from the date they are credited to your Account will expire and be forfeited without compensation, regardless of account activity.
3. DRAWING MODIFICATIONS & ODDS: The Oklahoma Lottery reserves the right to modify the drawings and other offers available for participation, as well as their corresponding Point values, at any time and for any reason. Point redemptions for drawings and other offers are final, and the Points will be deducted immediately from your Account. The odds of you being selected to win a prize in any given drawing depend upon the number of entries (received through Points) from all participants.
4. DRAWING ENTRY RULES: Drawing entries are eligible for one drawing only. You may win no more than one (1) prize in any drawing. Redemptions for drawing entries cannot be canceled and the Points will not be returned.
5. WINNER NOTIFICATION & FORFEITURE: The Oklahoma Lottery or its designee will attempt to contact each drawing winner via the telephone, email address, and/or mailing address provided through their Account. You are responsible for ensuring that your email address and other contact information is accurate, up to date, and secure in order to accept payment or prize fulfillment details. The Oklahoma Lottery is not responsible for compromised or insecure email accounts and no refund will be issued in the event that prize fulfillment to your Account is compromised. You will forfeit any prize if the Oklahoma Lottery or its designee is unable to contact you, or if you fail to claim the prize within the specified period established by the Oklahoma Lottery. In cases of forfeiture, the Oklahoma Lottery may select an alternate winner, and if a replacement winner is selected, the original selected individual is no longer entitled to the prize.
6. PROMOTION-SPECIFIC RULES: If a specific promotion includes additional terms or rules, those terms will be posted to the Oklahoma Lottery website at the time of the promotion.
Refer A Friend
To participate in the Refer-a-Friend program, you may share your unique referral link available through the Players Club on the Oklahoma Lottery website or mobile application. An eligible referral must be a bona fide resident of the United States or a United States territory, must meet the required age eligibility, and must not already have a registered Account. When an eligible referral successfully registers for the Program using your referral link, both you and the referred individual may receive bonus Points. The number of Points awarded in the Refer-a-Friend program may change from time to time. The Points available for referrals at any given time will be displayed within the Services.
For a referral to qualify, the new registrant must use the referral link provided by you at the time they register their Account. Only the first three (3) successful referrals per calendar month will qualify you for bonus Points. You agree that you will only refer individuals you personally know and that you will not use unsolicited emails, misleading communications, or methods that violate the terms of other platforms or applicable laws. Providing false information or attempting to manipulate the referral process in any way shall constitute a violation of these Terms.
V. Prizes and Claims
All prizes are subject to validation by the Oklahoma Lottery’s official systems and records. If there is any discrepancy between information displayed through the Services and the Lottery’s official records, the Lottery’s official records will control. To claim certain prizes, you may be required to provide valid identification, complete required forms, and submit supporting documentation. If you do not comply with these requirements, your prize may be denied.
Winner Information
If you win and accept a prize, you understand and agree that the Oklahoma Lottery may use your first name, last initial, city, and prize information for promotional, advertising, and/or publicity purposes, unless restricted by law. You understand and agree that we may freely use, reproduce, and display this information, in whole or in part, alone or together with other information, through any and all forms of media, in any manner, anywhere, in perpetuity, and without restriction, reservation, or limitation.
To claim a prize of $601 or more, you must fill out an Oklahoma Lottery Claim Form and provide all information requested on the form. This includes, but is not limited to, your full legal name, government-issued photo identification, Social Security number, mailing address, date of birth, phone number and banking information, when applicable. By claiming a prize, you represent and warrant that:
- you are claiming a prize in your own name;
- you are using your own personal information;
- the information you provide to the Lottery is true, complete, and accurate to the best of your knowledge.
The Lottery may require you to provide additional information or original documents. The information requested is stored electronically on a secured database. We do not share personally identifiable information with non-affiliates. The Lottery makes every effort to protect personal information from unauthorized access and use.
VI. Privacy and Security
The Oklahoma Lottery is committed to safeguarding the information collected through the Lottery’s online portals. The Oklahoma Lottery takes your privacy seriously and will diligently endeavor to keep your private information confidential. The Oklahoma Lottery will only share personal information about you with others in accordance with these Terms and applicable laws; to perform a transaction you have requested; if we have your consent; if we need to protect our rights or property; or if authorized or required to do so by law. Security measures have been integrated into the design, implementation, and day-to-day operations of the Services as part of the Oklahoma Lottery’s continuing commitment to the security of electronic content. The Oklahoma Lottery does not, however, guarantee that communications or information in the Services or your Account will be secure or free from unauthorized access by third parties. Your use of the Services and the Program is at your own risk. The Oklahoma Lottery is not liable for any damages or losses resulting from a security breach except as required by law.
VII. Communications
The Oklahoma Lottery may use your account information to contact you by direct mail, email, text message, and/or telephone regarding use of your Account or your transactions. You may also opt-in to receive promotional material from the Lottery by email or text message. You may unsubscribe from receiving these promotional materials by following the instructions contained in the emails or text messages. If you opt out of receiving promotional materials, you will continue to receive transactional or Account-related communications from the Lottery as necessary to operate and participate in the Services.
VIII. System Availability and Disruptions
Access to the Services or your Account may be unavailable, delayed, limited, or slowed by various disruptions. We do not guarantee that the Services or your Account will be uninterrupted, free from delay, or continuously available. We are not liable for any damages or losses resulting from any disruption, delay, or unavailability of the Services or your Account.
IX. Disclaimers
The Services are provided by the Lottery on an “as is” and “as available” basis. The Lottery makes no representations or warranties regarding the accuracy, reliability, or availability of the Services or any associated content. Although the Lottery makes reasonable efforts to ensure accuracy, errors may occur. In such cases, official Lottery systems, rules, and records shall control all outcomes.
X. Limitation of Liability
The Oklahoma Lottery is not liable for, and you expressly waive any claim for, any printing or computer error; any omission, interruption, irregularity, deletion, defect, or delay in the Services or your Account; any theft, destruction, unauthorized access, or alteration of any network, equipment, computer, data, information, or property; any hardware or software malfunctions of any kind; any inaccurate transmission of content due to technical problems or traffic congestion on the internet, at any website, native application, or any combination thereof. Under no circumstances is the Oklahoma Lottery liable for any direct, indirect, incidental, special, or consequential damages arising out of your use of the Services, its content, or your Account, even if the Oklahoma Lottery has been advised of the possibility of such damages.
The Oklahoma Lottery is not responsible for information that Account users choose to communicate to other Accounts registered in the Program, whether via the Oklahoma Lottery website or mobile application, or for the actions of other Account users. Once you post or send any content to the Players Club via the Oklahoma Lottery website or mobile application, the Oklahoma Lottery is expressly granted the complete and irrevocable right to quote, re-post, use, reproduce, modify, distribute, transmit, broadcast, and otherwise communicate, and publicly display and perform the content in any form, anywhere, with or without attribution to your identity, and without any notice or compensation to you of any kind. Information collected on this website or related apps may be public record and may be subject to inspection and copying by members of the public, unless an exemption or other protection in the law exists.
The content available in the Players Club is owned by the Oklahoma Lottery or other third parties, and is protected by copyrights, trademarks, and other intellectual property rights. The Oklahoma Lottery website or mobile application may include hyperlinks to websites operated by parties other than the Oklahoma Lottery. Those sites may collect data or solicit personal information from you. The Oklahoma Lottery does not control such websites, and is not responsible for their content, privacy policies, or for the collection, use or disclosure of any information those sites may collect.
YOU EXPRESSLY AGREE THAT THE USE OF THE OKLAHOMA LOTTERY WEBSITE, MOBILE APPLICATION, AND THE INTERNET IS AT YOUR OWN RISK. THE OKLAHOMA LOTTERY'S PLAYERS CLUB PRODUCTS AND SERVICES, INCLUDING THIRD-PARTY PRODUCTS AND SERVICES, ARE PROVIDED ON AN "AS IS" AND "AS AVAILABLE" BASIS FOR YOUR USE, WITHOUT WARRANTIES OF ANY KIND, EITHER EXPRESS OR IMPLIED. THE OKLAHOMA LOTTERY PROVIDES THE PLAYERS CLUB VIA ITS WEBSITE AND MOBILE APPLICATION AT NO COST TO YOU AND DOES NOT GUARANTEE THAT YOU WILL BE ABLE TO ACCESS OR USE THE WEBSITE OR MOBILE APPLICATION AT TIMES OR LOCATIONS OF YOUR CHOOSING, OR THAT THE OKLAHOMA LOTTERY WILL HAVE ADEQUATE CAPACITY FOR ITS WEBSITE AND MOBILE APPLICATION AS A WHOLE OR IN ANY SPECIFIC GEOGRAPHICAL AREA. YOU ACKNOWLEDGE AND AGREE THAT YOUR SOLE AND EXCLUSIVE REMEDY FOR ANY DISPUTE WITH THE OKLAHOMA LOTTERY IS TO STOP USING THE OKLAHOMA LOTTERY WEBSITE AND MOBILE APPLICATION AND/OR STOP PARTICIPATING IN THE PLAYERS CLUB PROGRAM AND CLOSE YOUR ACCOUNT.
YOU ACKNOWLEDGE AND AGREE THAT THE OKLAHOMA LOTTERY IS NOT LIABLE FOR ANY ACT OR FAILURE TO ACT BY IT OR ANY OTHER PERSON REGARDING CONDUCT, COMMUNICATION OR CONTENT ON THE OKLAHOMA LOTTERY WEBSITE OR MOBILE APPLICATION. IN NO CASE SHALL THE OKLAHOMA LOTTERY BE LIABLE FOR INCIDENTAL OR CONSEQUENTIAL DAMAGES ARISING FROM YOUR ACCESS OR USE OF THE OKLAHOMA LOTTERY WEBSITE, MOBILE APPLICATION AND/OR PARTICIPATION IN PLAYERS CLUB, THE USE OF THE INTERNET, OR FOR ANY OTHER CLAIM RELATED IN ANY WAY TO YOUR USE OF YOUR ACCOUNT. THE OKLAHOMA LOTTERY DOES NOT ENDORSE, WARRANT OR GUARANTEE ANY THIRD-PARTY PRODUCT OR SERVICE OFFERED THROUGH THE PLAYERS CLUB WEBSITE AND PLAYERS CLUB MOBILE APP AND WILL NOT BE A PARTY TO OR IN ANY WAY BE RESPONSIBLE FOR MONITORING ANY TRANSACTION BETWEEN YOU AND THIRD-PARTY PROVIDERS OF PRODUCTS OR SERVICES.
XI. Indemnification
You agree to defend, indemnify and hold harmless the Oklahoma Lottery, the State of Oklahoma, their Executive Director, Commissioners, officers, employees, vendors, agents, successors and assigns from all liabilities, claims, and expenses, including attorneys’ fees, that arise from any breach of these Terms for which you are responsible or in connection with your transmission of any content on the Oklahoma Lottery website and mobile application. The Oklahoma Lottery reserves the right, at its own expense, to assume the exclusive defense and control of any matter otherwise subject to indemnification by you. The laws of the State of Oklahoma govern these Terms and your membership in the Players Club.
XII. Governing Law
All transactions and claims covered by these Terms are subject to the laws of the State of Oklahoma, the rules, regulations, and directives of the Oklahoma Lottery, and any subsequent changes. You understand and agree that any dispute arising out of your use of the Services or your Account is governed by the laws of Oklahoma. You further understand and agree that federal and state courts within Oklahoma have exclusive jurisdiction over any claims arising out of your use of the Services or your account.
XIII. Non-Waiver. The Oklahoma Lottery is not obligated to take any action or pursue any remedy authorized by these Terms. Refraining from taking any authorized action or pursuing any remedy does not constitute a waiver of any rights or remedies and does not preclude the Oklahoma Lottery from taking any such action or pursuing such remedy in the future.
XIV. Severability
If any part of these Terms is found invalid, the remaining provisions will continue in effect.
